Give it abit longer, you should get an email when it's ready. otherwise after abit longer perhaps you could make a ticket and ask about it.

how does one connect to a vps btw

you use remote desktop (rdp) which is built into windows to connect to it, just need the ip and password that will be shown on the zap interface once your server is ready

you are only connecting via rdp, so it's as if the server was share screening to you
