These paviours are waiting for work despite having stone in a warehouse nearby and a huge area to take care of.
They then go and collect directly from the crane to the other side of the map (not visible in the picture).
Note that said warehouse is set on Stock Max, as that's the only way we have to bring stone closer by.

If you try the save game, you'll see exactly how I tried to set up the distribution of stone.

Here is what is happening:

  • When looking for available resource to pickup, we look at the closest depot (Crane), and we look at depots within a range of that depot. The circled warehouse is further than that range so it is discarded.

In the meantime, I would recommend unpausing the Stone Deposit or destroy the Crane and you will be good to go.

the crane they go to is further away in the map, it's not the one immediately close to it. I couldn't show this in a pic because it's really far away; but please try the save and you'll see where they go: it's on the other side of the map. The circled warehouse should actually work as the main depot for this area/hub, but it doesn't.
I've also tried to have the close-by crane (the one you mean) to work (I wanted paviours to collect only from the nearest crane), but it didn't work - they'd still go further away to pick up stone, while other paviours from further away come to it instead. [I believe the prob is that in any given moment, they check for the biggest amount of stone and go pick it up, doesn't matter where it is?]
So, the only solution was to produce and collect stone further away (hence I paused the near-by crane) and bring the stone closer through another warehouse set on stock max (the one in the pic). This works only if there's an overproduction of stone, because if the nearest warehouse doesn't have enough, they'll still go pick up further away. If you try that quicksave and track stone, you'll see exactly what I mean.

I tried the save, deleted the crane and the pavior went to the circle warehouse...

The worker looks for the closest depot for stone (with inventory or not). Then, it looks within a range of that depot to find the best quantity to pickup.
