you can try to make a mid shade between the colors

you can use photo for bg, with that level of quality it wont look too out of place. but honestly, doing character then bg is harder than having bg then character. cause by then your bg must match the character's ligthing value etc.

if you use photo, apply filters like blur and stuff to lower the quality if it's too realistic compared to your character

at worse, might need to paint over

to reduce the details

or you up the rendering of your character (more realistic) to match the photo quality

What filter did you use to produce the TV screen like effect?

The filter is called DV3 but I'm pretty sure you can get a similar effect on other softwares

Most of the time bg doesn't have to be really detailed unless your main focus is the bg but when character is the main focus I just use the "blobs of color and then gaussian blur" tactic
