generally time lock doesnt really have any relevance these days, at least i haven't came across it a lot and it is pretty similar to time slow since it doesnt completly freeze the enemy but still just slows them

enemies that are time locked also count as time slowed, time locked is basically just a more specific type of time slow

for example valkyrie chariot's QTE time lock enemies and it looks like this
