yeah so while it may sound like a new skill, it's just going off of an existing skill. A new skill shouldn't mean anything on its own. You need to evaluate based on its actual substance and contents

Base = 24% ranged ice and 20% tdm
S3 = 3% more on each
SS3 = another 3% on each
For newer valks leader skill upgrades on these ranks are very typical

For some sense of scope, HoFi can get a 10% team total damage bonus if her weapon skill actually hits something, but this gets neglected most of the time. Keep in mind total damage is especially common and gets diluted in the formula too.

I'm not saying this skill cannot make a difference, but it's just not a major thing to expect from.
