the scaling down operations speculation comes from several data points:

the game is making significantly less money than it did at the end of part 1
they've been scaling back other content like no more 2d animations so far, shorter story chapter lengths (from 7+ hours to 2 ish recently)
the part 2 release kind of performed less than expected
lack of announced features like side quests, customizable apartment etc

combined it does indicate a possible scaling back on content due to lack of interest/money coming in but they havent announced anything about it so its all just speculation technically
