Do you think they started making part 1 versions of part 2 characters because so many complained about the lack of P1 characters? I don't interact too much with the other fans but I remember a lot of people wanted P1 characters back during the first few updates of P2 (if not some complaints about wanting P1 in general).

Most of them were probably already planned from the start of part 2 since development planning is roughly 1 year ahead.

But I also think a big reason is that they slowed down main story by basically half so we haven't reached the key story points for new part 2 releases and the devs have also not released part 2 themed events either that could serve as another reason to release them.
