I have a similar issue with Document II, I actually have the feeling, that they are less common when you need them, but the other 3 show up more frequent in exchange

what I do is, I simply run my key-farm route, pick up everything (is mostly faster bc I can collect before the textbox shows up) and end up with 200-400 pawcoins/run (or 1000 when it is a rare item run)
