Basically the game gets harder or easier depending on your performance

If you've played L4D, you'll probably know it as the Game Director

It's pretty much perfectly implemented in all modern RE games, except for RE2R and RE3R

When you play the game, there's a hidden counter that increments depending on how well you do
One example: hitting an enemy increases it while missing will decrease it

This is fine because it makes the game slightly harder if you are just cruising through and hitting all your shots like an aim god

Higher DA makes enemies deal more damage and resources more scarce

The problem with RE2R and RE3R is that this counter increments to unreasonable amounts for pretty much any positive thing you do

Example: a room with 4 zombies, you shoot and kill the first zombie and say it takes 5 bullets, the counter has now incremented and as a result the next zombie you shoot might take 8 bullets to kill
Now you are running low but you spot some ammo and go to pick it up - the counter increments again and then suddenly every enemy is taking over 20 headshots to kill.

So then you start running low on resources and enter a boss fight and then die a couple times because you have no ammo to kill it with

The game then lowers your DA for every hit and death you took so that you can eventually kill it with the resources you have

Hopefully you can see the problem in this

It's even worse in RE3R because they brought back Jill's dodge mechanic.

And every time you dodge, it increments by 300 points

Even if you play on Hardcore, making use of a mechanic that indicates skill (playing the game normally) could put your DA at like 13k, making every enemy have crazy amounts of HP and bringing you from "Fine" into "Caution" with one attack, or even straight up insta-kill you

Even worse, on the game's hardest difficulty, the counter has a limit of like 28k

Anyways, like I said this system is perfectly fine for every other modern RE game except for these two

after those millions invested, you have to yet still upgrade their skills, while lvl1->7 is relatively cheap and easy while you upgrade them all at once, getting the 3 elite levels is extremely slow, those 3 elite levels are leveled individually, in a base facility, cost a lot of materials and they are upgrades that are on a timer, so you end up with ~3d upgrading in total (assuming infinite resources)

Than you have a mechanic that is called modules, where you yet again need to spend a lot of resources AND have to complete challanges, to even be able to get them, while needing resources that are time-gated
