i just ran some numbers out of curiosity
nailgun independantly has only about 504% proc dps (70% x 12 shots per second x 0.6 proc coef)
making it about 15% worse for total damage procs than double tap is (600% = 100% shots x 6 per second x 1.0 proc coef)
but it gets worse
mul-t also has a lower base damage than commando so the output drops to about 462% vs 600% when accounting for base damage incongruency
meaning its more than 20% worse at proccing things like sticky bombs and atgs

double tap has the highest potential without sacrificing too much of the versatility of range of something like blast or rebar puncher by still scaling well with attack speed
blast and double rebar puncher have great long range outputs and scale well with total damage effects but you get basically no attack speed scaling
