Yes, it is just very unlikely to drop, if i remember correctly is 0.001% chance per elite kill (something around that percentage) to drop it's respective aspect.

I believe honor doesn't help for the aspect drops because when you activate honor the enemies looks like elites and have the stats buff but they aren't actually elites, the game consider them as normal enemies.
You can check that by the money they give you, if the elite gives you little money it is considered as "normal" enemy but if the elite give you a good amount of money it is considered as elite kill.
Obviously this only works if artifact of honor is active.

Yeah artificer is locked by the cooldowns ability because it's her playstyle, play around the cooldowns, but attack speed it can help artificer by casting quicker the ability and charging faster the chargeable abilities.

If you don't want to use command artifact here is some tips.
1- make sure that you don't have a lot of proccing items, try to only get
2- it is easier to get the 20 stacks vs tankier and slow enemies so your best option is the lunar scavenger at stage 8.
3- don't precipitate by doing the hit, you have like 15 seconds to deal another hemorrhage stack so be patient and wait for a good opportunity to deal another hemorrhage stack.

You're right, SoTV on PC was released 9-10ish months ago but the current anniversary bugdate that console have right now it has been 1 Year and a half or more, they didn't release any info or update since the bugmess and right now the mayor priority that we have is that they fix the game, we don't care to much about the dlc,we only want the same experience as PC since the beginning of the 1.0 update.

No, in console is not possible to get 100%, the max amount is 94%-96% (I don't remember the exact number) because of a bug, right now console have some issues but you can still enjoy it, we are waiting for an update that may come out this year.
