Okay there are so many reasons why. I'm pretty sure crow is dead so nobody is making justice clones anymore, and when they DID (in guilty gear 2 with valentine), sol stopped that shit. So then they made clones of valentine and now they're all chill and one of em (jack-o) has aria's soul which is REQUIRED to bring back justice.
Justice really poses no threat anymore. Also for gameplay, both of her versions are weird and wouldn't fit into strive.

Early justice moved at fucking light speed and had 3 air dashes, later versions were super slow zoners which is kinda what asuka does.

Justice would be a useless addition because there are many characters that do what she does but better

Also if that are gonna add a stupid strong but also fast af character, it's going to be president gabriel
