Just after wwii an incestuous back and forth of referencing each other's regional designwork started in japan and the USA and the landing point for furry art is pegged pretty squarely on stuff like Balto, which itself is sort of a few leaps away from Kimba the White Lion / Tezuka. Tezuka was one of the earliest manga artists and established a distinct style pretty early on.
Furry art being 'american' styles is inarguable, and to define what style belongs to which region you can just point at is/ was both popular and common.

Whether you like it or not, as an artist you are going to be influenced with what you're surrounded by and its going to warp your attempts to appreciate and adapt any other styles outside of your region of early exposure. Why is why when Americans do anime its american 'looking' and why when eastern studios animate even western designs its eastern 'looking'. Some of our best cartoons were animated in korea and have very fantastic and distinct motion because of animation practices and study from that country. lots of great 90s-2000s WB cartoons were animated in korean studios and you can tell, even if a westerner did the illustrations for Yakko and Dot or Batman Beyond's Batman.

In 1948, 3 years after wwii ended Toei animation was founded and a lot of what established the beginnings of anime can be seen in their early releases. Their first releases in the 60s you can see stuff like a jungle book type of cartoon show called Wolf Boy Ken, where they're adapting from a disney look, but its simplified. This sort of simplification and unliteralization of shapes and what it means to be a certain creature ends up getting passed back toward the west and there was definitely a back and forth but as for furries i have to dig around to get the history there
