It definitely has elements of a Metroidvania, but I wouldn't consider it a purist example of the genre.
I consider the first System Shock game to be a 3D metroidvania of sorts, but that is truer to the normal gameplay loop of a metroidvania. I think the main thing that would push Terraria out of the category is that everything can be picked up and moved like in Minecraft; this map isn't set up to be "explored" and mined for secrets and interconnecting routes, it's setup to be manipulated for progression. It's a canvas for the player to carve their own routes and create their own designs.
