Neon:
Main Idea - A almost abandon gas station brought back to life in it's glow. Like in cars when they turn on the town.
Secondary - all the light turn on at once, needs like a old and flickering look before it turns on.
Secondary - The game to get harder once the lights turn on , or during the level it could switch on and off to change difficulty basically.
Quality - to really show off the cool neon vibe.
Time - Want a nicely timed level, too not get exhausting or too quick to take in all the Neon

when it talks about time, it refers to the time you spend on the level. So for instance, if you were to trade off time for quality and optimization, that means you would spend more time working on those traits. If you decided not to trade it off, you would instead sacrifice the quality or optimization
