Improving a level

First of all, when the creator was planning a city theme level, It didn't really look much like a city themed level. This issue matter because you should always follow the plan of the level. So my solution is to add like windows, vents and maybe doors to make it more of a city on the blocks.
Second of all, the background looked somehow blank. It really matters to give the level the city feeling. So my solution is to make a city background with some billboards and maybe a bridge and maybe a landmark to make it look more like a city.
