I'd say Todoroki. He had his moments where I would call him "terrifying" but it wasn't that bad. Him, along with other characters, had EVERY right to be a Villain, yet he pushed past his hatred towards Endeavor and became a Hero. I'm likely saying this because he is one of my favourites, but unlike his brother (Dabi), he managed to use that hatred and anger to push him to a goal that he achieved. Dabi, on the otherhand, used that hatred and anger to push himself to the Villain side of society. Two characters that are so similar, yet did different things to each other.
