well he's blood related to Himiko Toga and he was Kidnapped by one villain that is unknown and I two people found him locked up so they freed him and put him into a adoption center so since Oboro Shirakumo was dead and became Kurogiri he's parents Adopted Vex because he has a little similarities to Oboro aka being the energetic personality and always smiling so don't criticize me because I'm the one who wrote his Backstory also the question why is hair is black and blue bc he dyed it
