So only the cloud part is coloring above the line art? (On coloring phase)
Edit: also black whip effects was above the line art?

Did you use multiply to make it all teal or a different layer type?

The smoky like effect on his hand and neck are overpainted.
Certain effects for Blackwhip are done by clipping a layer on top of the panel itself.
I first used a hard light layer for the overall background and then I used a soft airbrush with bright blue/teal color to find the main light source. After that I created a layer above the hard light layer so that I can continue adding details from there. Max in the chroma server made a tutorial about this iirc.
