tl;dr-ing some lore but!! she used to work for another villain of mine, accrued a lot of guilt for it, and then went back to the shie hassaikai. she hated what kai was doing with eri, so she said that she could use overhaul to get stem cells & make almost a duplicate of rewind and give it to herself, so that eri would be cut out of the experiments for the quirk erasing bullets!!
