Oh well the basic explanation would be that people don’t mind powers in the hands of a few trusted people (and if villains have them there will always be someone there to stop them) but if literally random people across the world have powers that range from basic things like spikes on your body to something that could end the world like Legion, then it becomes an issue. These people could be murderers, serial killers, the worst of humanity, insane, or they could be kind hearted and benevolent. These people and their powers are random, and because of that they ultimately are feared because of their numbers
