Depends on definition of theory but here goes: BO3 was meant to be the conclusive ending without everything being stuck in a eternal cycle like the timeline and BO4 states. There's nothing in BO3 that hints for that to be the case and all the evidence in BO3 point for it not to be the case. Like Monty's speech in the end and a cipher found in Revelations which states:
