This is a really hard question, as i like both snow and rain, but,

Rain, -
-Always needing an umbrella, and not being able to go outside whenever.
-Animals would need shelter, which would cost a lot.
-Open playgrounds would be no use
-Plants would die really easyly.
-Flood

Rain, +
+Wouldnt be cold compared to snow.
+Relaxing

Snow, -
-Would be extremely dangerous, as you can slip and fall at any moment.
-Would be really cold.
-Really easy to get sick.
-Frosbites
-Avalanches

Snow, +
+Fun, kids would be entertained.
+Relaxing

I personally prefer rain, as it is relaxing to fall asleep to. Snow doesnt make a sound. Cars would be safe in that case, while with snow, the roads would be frozen and dangerous. I like cold weathers, but rain wouldnt be that different. It would also be hard to walk in snow, but floods can easily be dealt with.

Rain because if you be in the rain, yes it would get flooded a lot but being in snow would immediately give you frost bite while rain only gives you a head cold. The rain is also fun to play in😁
