well, there's powercreep in characters but it's not as drastic as weapons

as we begin to understand more of the game, especially imo, weapons are pretty damn important
of course, mihoyo's beginning to advertise 4 stars with 5 stars (sara-raiden, gorou-itto)

so they're starting to emphasize and encourage teams, splitting the focus between characters & weapons with, imo, a heavier emphasis on weapons
