Tldr they see the chat AI in Petit Planet (the Cafe NPC Nalo that can interact with players) as a way to create communication between players etc.
The NPC's main purpose is not to interact with her specifically but to create topics and interactions between players to break "socially awkward" moments.
Her purpose is to steer conversations, not to respond passively.
So they arent creating an AI chat NPC to well, chat with. Its to make players engage more with eachother.
