the weird about all this is the fact that companies WILL hold until the last bit before they decide for a recast. Like if the situation is that dire and whatever the issue cannot be resolved soon enough (such as the strike recasts) then they will recast. In most cases if there is an issue but its not as dire that they can still communicate with the VA, they will rather than going with a recast asap. Recasts are not good for the company either, thats still using extra resources. They are going for opening another audition, picking a VA, revoicing all the old lines and so on.
The weird part about Corey's situation is that, it seems like they didn't even try to communicate.

You dont do it manually
You basically add it to your cursors and if the cursor assets are animated/GIFs they will be animated
