Well it's just that in my opinion even with the hypothetical customizable traveler kit it wouldn't be as useful as most characters

The biggest use would be probably the ability to have 5 elements in team

could potentially happen but like for example Anby still being Electric is because thats still the element of the weapon she uses etc

WuWa characters dont specificially have super powers, its more of the gear they use etc

I mean there are characters who do but like majority of the cast is just their weapons and stuff

what is it that Hoyo just dislikes releasing outfits for their characters

ZZZ has some leaks for more outfits soon but for HSR for example, they only implemented the feature of it but nothing else.

We are prob def getting outfits for Fate collab but like the fact we havent gotten any outfits for HSR and we are at 3.X

ZZZ at 1.6 and we got 3 outfits with more leaked to be on the way (with one of them having special visuals and such)

Genshin is kinda fair about it atleast I guess? Like they still release outfits for their characters even if it takes a long time, they still make 1 paid 1 free outfit once in a while for their flagship events.

though we have never gotten a 5* outfit ever again since Diluc

the fact Diluc's outfit exists means that they can do that, they were planning for more. No way Diluc's 5* outfit exists and they never planned beyond that.
