if you are talking about regular Todoroki, then both characters have the same builds for maximizing their potential. these characters revolve around using their ultimate abilities so they need specific cards for that which makes them less likable in terms of collecting all of the cards for them because such cards don't really help many characters because a majority of characters doesn't use the ultimates at all because it lowers their overall damage output. For Hawks though the ultimate is the main source of power and for Todo it allows him to get biggest buffs from his passives.
