tbh, i think the bottom one is better. power adds a little to auto attacks and skills, but skill impact is stronger.

also the PU move gauge increase at the start of the turn makes it easier to use it early and potentially take out a starter of the opponent. only getting the increase below 50% hp is risky bc you could be taken out by someone else before you get the chance to hit
