point one - hawks is harder to build unless you've got the Dance With The Wind and Mastermind cards from being either unlucky or lucky in random card set
point two - shigaraki is like dabi, a high dmg burst stacker, while Hawks on peak build might do the same damage all the time bc his main damage is the ult
shigaraki is worse in pvp and hawks is better there than shiggy

hawks is somewhat like stain

if being specific, stain's E skill

ult? good. hyperarmor? yes. no dmg going through? definitely. low ass dmg in high quantities? maybe.
