mostly through card fusion or rolling on support card banners - there is a one permanent that stands just next to the 1-a rally which is the permanent banner that serves for character recruitment, and sometimes we get active support card banners which serve as almost the only way to get 6 star actives.
you can browse all cards that exist in the game in the collection though. there you can also sort them to show you all active ones =]
