F2P: At S rank, the 3 tech limited heros are all close enough in power that you only need 1 of them. Dabi is likely the strongest overall of the 3, tho shiggy is at least a close second, if not tied. 

Whales: Big powerspike at SSS, same at SSS+. SS is decent, but not insane like hawks S - > SS

Pros:

-Good aoe

- Limited grouping ability

- High damage (higher than endy, equal to or better than shiggy)

- Has super armor on everything important

- Demands a precise rotation to maximize dps in single target situations

Cons:

- Slow, caster playstyle

- Only defensive steroid is 30% defense, very squishy when paired with his immobile play pattern
