"oh why" because rules are the first thing you need to know before stepping into any community tbh... also it's not easy to find the said communities so unless you got invited by someone you shouldn't be so confused at what you want from it, usually it's just to talk about the same thing, sometimes it's to play and do things together (and that's kinda it)
so yeah, unless you decide to play MHA-TSH or start playing, have fun in other channels!
