It could be that comic book nonsense that allows regular humans to survive being thrown through concrete, but I like to think Horikoshi thought it out a little more.

Umm... I'm gonna try (ingame tutorials helped me to understand him)
Ok, when he attacks with normal attack, in the lower screen you can see a bar with a %, that bar will be filled at some moment, to incrise the power attack, use the 3 second cooldown, the % will go up to like 25-27 the first time, iirc the limit is 200%.
With the 5 sec cooldown ability he can get that % bar faster, also does a high damage, then the last ability, the 12 sec one, is a charged attack, I'm still learning hiw it work, but I think that he uses all the % acummulated to do a big damage attack.
Also with the special move is better to have a high %, he will cause a lot of damage.
Also, I use the 3 sec attack to catch the enemies that are far away from me
