So you can unlock the costumes first to do the tuning, but for the second side of the tuning slots you’ll need to buy them with keys you earn from the licence
But the more slots you unlock on one, the others are unlocked for you depending on the costume set

the Majority of the MHA Ultra Rumble Community thinks hes broken and that he needs more Nerfs. There are multiple Videos and posts online showing how fed up People are with OFA Deku

yes, and the Majority of the Ultra Rumble Community agreed that he is broken and needs some serious balancing. OFA Deku, no matter if played by a Pro or a newbie or with or without tuning was still a nightmare to fight. Especially when he released running into one was almost always a Death Sentence. Characters that i thought were strong struggled alot against him and god forbid you are a Character thats stuck to the Ground with low Mobility like Strike Shoto. Prime OFA Deku was insanely fast especially when they are 99% of the Time in Overdrive, once a OFA Deku has locked onto you you couldnt run away (even now hes still insanely fast). There are clips of Rapid Dekus basically flying across the whole map with Overdrive and their Abilities just to chase someone. So you couldnt run away and your only chance was to fight, which was also hard as hell. And if you were lucky enough to get him on low Health, he could just put on Overdrive and run or fly off at light-speed to get away and fully heal while you are still trying to reach him. What was also annoying is that when he released, because of how broken he is, you always had atleast 3-4 of them in every Lobby, and even now although the Number has gone down slightly, i still see 2-3 of them in every lobby
So no, i dont think its a "Skill Issue" to say that he ruined the Game or atleast made it hellish to play. Sure Armored All Might is also really annoying and hard to deal with, but for me OFA Deku (especially his prime form when he released) will always be the posterchild of this Games poor balancing
