You have to earn "Character souls". Those from what I have seen can only be obtained in rolls. When you get 300 souls you go to the Standard Shop and purchase a character ticket to permanenetly unlock a character

Otherwise you get 3 character rentals (a day I think) to do a test run of said character. You can see how many you have at the top right of the main lobby. It's a little deku icon.
