Shigi's one down side is range but his damage is actually insane

Outside of those three the game I'd say is fairly balanced until you get to the lower tiers like cematoss,Mr compress and denki

Even then skill can make up for the lower tiers

But Uraraka has utility with Evasion and CD Down

Uraraka is gonna have a better burst heal and Deku is gonna have the multi turn healing

Uraraka gives survivability with HP UP and Deku gives survivability with Damage Cut
