i think you’re talking about shards not pulls. you need 90 shards to unlock an S rank character if you don’t get lucky and pull it from one of the banners.

what Zayn was talking about was the pity for banners. you don’t exactly need to pull a character from a banner to get it, tho that is the best way to get it.

you can get shards (aka the puzzle pieces) from lots of different ways

you can do an emergency assist or your own emergency and they have a chance to drop shards there (usually for B or A ranks but sometimes 1-A S rank shards drop too)

you can also grind for B and A rank shards in hero trials but you’re limited to a certain amount daily

you can also pull from the banners using your tickets or coins to get shards but i don’t recommend pulling just for shards alone, it’s better to save coins and tickets for a chance of a premium unit instead.

TL;DR: just hope you get lucky and you get what you want

that means it’s their base rank, but you are still able to lvl up their resonance to bring up their ranks from B, A or S to SS, SSS and finally SSS+

there’s other S rank characters but they’re considered premiums
