I don't know how I feel about that. I'd be fine with it for a few certain lines, or near the climax of Koichi and 6's fight. But the O'clock vestige is introduced in Chapter 94, and isn't revealed to be AFO until Chapter 113. Feel like bringing in AFO's VA too early would ruin the reveal and hurt the misdirection of O'clock simply being a split personality in the breaking mind of 6.

However, from a societal perspective given the damage he inflicted, Number 6 would be viewed as evil, despite his sympathetic backstory.

I rate evil based on if someone has the capacity of knowing they are in the wrong, knowing there is another way that they can access, and still choosing to do the bad thing. Because of AFO's influence on a lot of both series' villains having agency issues, i can never consider them entirely evil

After rewatching the scene from ep 31, I think its just the video creator (and Stain himself at this point) pushing that narrative, regardless of how he really came to his conclusion on heroes.
The video's intent seems to be to go viral and cause a stir with the public on Heroes, so Stain having spent a few years dealing out his own judgement on villains who wielded power without conviction is fairly irrelevant.
