Cn playerbase was raging on Global getting an exclusive event for their Anni (even though Cn still has exclusive event on their own that hasn’t reached Gl). So this all culminated into Cn going into toxic storm and ended up getting Global’s event taken down along with the costume. This then ultimately ended up in the Chinese playerbase getting 2800 crystals on Honkai for an “apology” and Global getting 500.

So the dragon came as scripted and after killing it it had all the loot it should have had, but the model and name weren't right. According to my research, the scripted whiterun tower dragon should be a Mirksomer (or some M name) but after looking into the dragon models, I'm fairly certain the dragon I fought was Relonikiv. It wasnt the normal black/brown horned and spiked dragon model, it had a bright green/blue color, less horns on the head, and a finned ridge down it's back.

Your friend is kinda right though. It could be made up, and it could not be. Point is, is that it at least is posted in an informational subreddit asking for help. So, while they could have made up the story for internet points, it’s out there and people who will suffer the same problem can look up what kind of advice people are providing.
