We have just gotten Stadium and Perks, biggest gamemode release and main game update since OW1's release.
Rivals became a competitor and they even acknowledged that. It has been doing good for OW in terms of development.

Also they still have other events every season that gives other free stuff. F2P players also got loot boxes back though you could argue its random so you aren't guaranteed to get what you want.

It still differs (thinking from POV of a f2p player). From the amount of Legendary (more expensive) skins etc. Rivals drop weekly with mini passes (can be only bought with premium currency), Rivals has heavier cosmetic monetization than OW. You still need to save so much more for what you want.
If you wish me to compare, OW also has a free currency you can save up buy cosmetics from OW1. Outside of that there is also still loot boxes in OW (again they are randomized so no guarantee you will get what you want so its not the ideal f2p reward) which can get you OW2 Shop cosmetics/skins. Since Loot boxes rereleased they have done two major events that gave 100 and 71 (or something like that I forgot the number that one basketball player event) loot boxes just for playing weekly. Its not really a fair comparison when you think about it anyways both work very diffirently. Rivals gets what you want guaranteed but not as often, OW gives more stuff but what you want isn't guaranteed and what you can get with the free currency is only OW1 cosmetics (which you own if you played in OW1 era).
