Andor Season 1 takes place in 5 BBY. The Rebellion as a collective group does not exist at this point. There are only individual cells of Rebels scattered across the galaxy.

Rebels (the show) begins in 5 BBY, so in the same year as Andor. However, partway through Season 1, you get into 4 BBY. The actual Rebel Alliance as seen in Rogue One and A New Hope doesn't actually form until 2 BBY (which is shown in Season 3). That's when all the cells join together to form one collective rebellion against the Empire.

Andor doesn't have that yet. Sure, there are people rebelling, but there is no one big Alliance as of yet.

It's mostly down to Noah or Rex for both of the answers. If it's purely personality then it's Noah. He's a more soft-spoken protag whose personality doesn't need to be corrected by his party members: that is to say he is more mature than both Rex and Shulk throughout the story.

In best story it's definitely Rex with Noah trailing behind him. Rex is supposed to be an idealistic and impulsive kid, which I think everyone likes to take a knock off him for that... when that's the whole story's point LOL. The point is that if Pyra and Mythra had belonged to anyone besides Rex then they would have been taken advantaged of in worse ways as war weapons, or be feared like in Torna. Rex being who he is allows him to stay true to a good path, but also show you that because he isn't mature yet he WILL make mistakes. It's the lessons that Rex learns from his various mistakes and him still retaining his idealism that makes me like him the most. His growth is the greatest explicitly because he starts as the most immature of the protags.

Noah trails behind simply because everything that happens with N is the most understandable BS that can be done to a XC protag. || The man truly had no out, if he kept choosing to revive Z will always be the cause of a short or an unfulfilling life between him and M. Even Noah agrees that it was an impossible choice. So he HAD to choose the endless now so that, in his mind, him and M could escape the various partings. It is also because of this choice, another version of him could make the only other choice left so - again - N HAD to practically chose the wrong one first so that everything could progress ||

Shulk stands in a shifting position between Rex and Noah in that in maturity he's between Rex and Noah, and he has the most interesting in visions. He goes from ||a blind rage against mechons to understanding them and standing against a god because choice is important ||, but Rex's story what I feel more growth than Shulk's. Shulk's story is littered with understandable tragedy, but I feel Noah is definitely more tragic than he is.

Don't read Shulk's spoilers if you care about the story of XC1, I just put him there because I wanted to confirm that I do like Shulk too - just that he's between the other 2 in the respective departments that I really like the others the most in.

However, it is also true that sometimes this is not the case since Melty Blood and Extra do like to defy rules. Neco Arc summoning Mash, Ushiwakamaru, and Dantes for example lol. and Extra letting someone have Arcueid summoned.
