Bad villains in video games to me are villains that are barley even in the game. A lot of games have a main villain, they’re in 2 cutscenes maybe then they disappear for 20 hours and show up at the very end of the game That type of writing for villains can work and have worked before, but a lot of times it’s just lazy writing to me. and the villains sometimes are “I’m bad and I want to do bad things for bad reasons mwuahahaaa!” Those villains suck. 
To me that’s odd because a lot of good games have lack luster and forgettable villains and or final boss. A game would be a 10/10 instant classic, must play! But nobody remembers the main villain.
