I've thought about why too, and since the concept of mind reading comes from it being an invasion of privacy, Character A can read people like books but they're not books for them to read, he won't read your diary when that's something personal to you, it shows restraint, which is a good quality to have as a human being

I had a character like that, Hannah. From FAKKAZ, she can teleport, use warp gates and use other people’s abilities. Even crazier is that her copy ability doesnt have draw backs even if the original person does have draw backs. She was super over powered, a lethal weapon. But she is too kind natured and doesn’t want to harm anyone. But becomes a target because Shes too dangerous or generally can become an annoying assist in fights.
