Use an image editing app (I use Autodesk sketchbook for this specifically because of its useful tools when importing images), start with a base background image that you add to with different layers, typically I'll Google or look on Pinterest for a character or thing I want to add, then if the image needs its background removed use an app called hypic and use the cutout feature and it works well, after that you just add what you want and make sure things overlap how you want
