If it is before day 3, the gunner should be reported either way but sadly, the village is typically biased in not reporting a gunner who shot a werewolf randomly and if anyone points it out they are assumed to be a werewolf. The gunner can keep there hunch and wait for more evidence or until after day 3 (or when the village is desperate and has multiple villagers permission).

But typically if you say “I really think that x is evil, can I shoot them?” people would most likely understand and may or may not give their consent. The results would most likely not result in a ban if the majority of the village approved. But if it was down to gunner having to shoot randomly or else a village loss, they should make an educated shot and would probably only be reportable if they shot a confirmed good. If you want a better answer, you can try asking a guardian
