I think that's also not gamethrowing. At some point it becomes the village's own faulty decision to just believe someone is fool. In my opinion you should always shoot the suspected fool to be sure.

There is circumstances which made the doc suspicious, then it isn't random killing anymore. maybe there already as a dead doc for example? Or they voted against a seer. Sure the gunner could have asked for permission or let the doc defend themselves but it's just unfortunate, not gamethrowing.
