Sorry that I'm alittle late on this, but um from what I remember, the characters within every known au created by the Undertale community don't have copyright on them simply for the reason that it's a character belonging to the community to be used to create story's and general roleplay with and that's evident with the amount of comics, fangames, YouTube videos and actual roleplay servers within discord, or even official games such as Smash or Roblox, though only 2 of those are people actually making a profit off it, but who knows exactly what would happen, I'm just stating something from my knowledge of the Undertale Community.

Looks loke a great idea but I feel like the eyes are a bit too low. You could add shading to the shirt and the hair and maybe try using a little smaller brush for little details like the ends of the hair. Idk if this is wanted but I don't see pupils in the eyes (I hope that's the right word for the little small dots in your eyes 👀 lol)

Here's the main issues I can find:
Eyes- a little too low and far apart and the eyebrows are too long, I would stop then around the inner corner of the eye.
lips- It needs to be moved down and the shape is a little odd, I would look up references for the expression you're trying to express.
Foreground- use the line tool for the phone so your lines are straight. Right now it seems messy.
Hair- like GongZhu said it looks more like gum then hair and I think it's because you used rounded shading and shapes for some of it (in combination of the color it appears like gum) Overall though I think you could keep it as it is.

I think the background and shirt are fine except maybe copy and paste on of the @ symbols u drew instead of making many separately.

Tldr; fix placement of facial features and clean up lines

Those are just my suggestions though, I think it's a cute idea and you know how to fill up space properly with a theme so it's up to you how you wanna go about it
