Horn shading still looks rather odd to me. The highlight ahd shading should go along the whole length and curve the same way as the horn shape. At the moment they look more like a flat block of wood than rounded horn :) maybe this reference can help you

Here are my suggestions for a fix

Thicken the eye liner to create a satisfying shape in a far away view & do the same for the eyebrows.

Move up the mouth because it is too low & there are some skins on the game that has eyes in high placed & it would look horrible on this current height of the mouth.

The shirt has missing features of a flag of the country of philippine. Adding a bigger shade on the arms would help make the shirt more visible + additionally try changing the yellow to a brighter color.

There are shading on the hair that are bit too smol & it does not really help filling that empty space on the hair. Try making them bigger & add more shading to fill up the empty space.

The theme is very cultural & focuses on a certain culture however the game style mixes culture & fantasy together so it would seem fun. The skin is gorgeous but it is bland. Mix this culture with a fun design without offending & taking the concept the culture.

Your design looks pretty cool but there’s a few things about the shirt i think you can improve, you can just ignore this if you like it the way it is. I think it looks really good but the rumples on the shirt look a bit off to me, maybe try removing some in the middle of it if and making the rumples on the arm a tad smaller. Also maybe try cleaning up the collar of the shirt by trying to get the lines to be more linear and about the same length away from each other.
