But if we want a system that reduces throwers that willingly shoot proven villagers and that does not perjudices normal players, second option with a good scale could work.

Meaning that if you kill some werewolves eventually, you should not have any change in your odds. The odds reduction should only be applied if your kill rate is something like 1 ww kills per 30 village kills, which shouldn't happen with organic gameplay, and just if you are a troll

Tbf it did originally come out when Shadow was like the only vote manipulating bad guy there was, now we also have Wolffluencer and Ghost Wolf and if a solo that manipulates votes ever appears it'll also be useful against it, just yeah may need smth like the ability to at night place or move a rainstick

I'd personaly say the opposite
strength mostly comes the moment they prevent a lynch, which at that moment pretty much ends the game since village has lost the control (unless there are roles such as )
Unless activates day one, might be their biggest counter, since not even killing the works, and it's impossible to bait out your target when both main informers/rsv are protected.
mostly never gets to use their second stick, being more of a way to help them to not guess wrong or get their only protected player killed early (which renders them useless).

Btw yeah definitely agree rainstick movement would help the role a lot.
